Bihar 7th CPC Pay Matrix: The 7th Central Pay Commission (CPC) Pay Matrix was officially adopted by the Bihar government on May 24, 2017, to update the pay structure for its employees. This implementation replaced the former system of pay bands and grade pays with a more straightforward matrix consisting of 18 levels, each linked to specific roles and responsibilities. For example, Level 1 begins with a basic pay of ₹18,000, advancing through increments up to ₹56,900, while higher levels are associated with senior positions that offer elevated pay scales.

The Pay Matrix promotes transparent and consistent salary progression, enabling employees to foresee their career advancement and related pay increments. Furthermore, the Bihar government regularly revises allowances such as the Dearness Allowance (DA) in accordance with inflation and changes in the cost of living.

As of May 2025, the DA for employees under the 7th CPC was raised from 53% to 55%. Subject: Update on the salary structure for State Government employees commencing from 01.01.2016.

The Government of India has updated the pay scales and pay structure based on the recommendations of the 7th Central Pay Commission, effective from 01.01.2016. The State Government, through its Resolution No. 9701 dated 22.12.2016, established a Pay Commission tasked with recommending, among other things, a revised pay structure for State Government employees, taking into account the suggestions made by the 7th Central Pay Commission regarding the pay structure for Central Government employees. On 15th May 2017, the Pay Commission presented its Report concerning pay scales and additional benefits for State Government employees.
