The Home Guards Organisation is a voluntary body created for local defense in the United Kingdom. In India, the Home Guards were established on December 6, 1946, in Bombay to assist the police in managing civil disturbances and communal riots. (a) This section will be implemented immediately across the entire State.
(b) The other provisions of this Act will be enforced immediately in the districts of East Godavari, West Godavari, Krishna, Guntur, Kurnool, Anantapur, Cuddapah, and Nellore.
(c) The State Government may, via a notification in the [Telangana Gazette], extend the applicability of the remaining provisions of this Act to additional regions within the State, effective from a date specified in the notification.

Penalties for Telangana Home Guard 2025
- Any Home Guard who, without valid justification, fails to adhere to the instructions of a superior authority or officer, neglects to perform any assigned duty, abandons their post, or intentionally violates or disregards any provision of this Act or any rules or lawful orders issued by an authorized entity, shall face penalties that may include simple imprisonment for a period of up to three months, a fine not exceeding two hundred and fifty rupees, or both.
- No legal proceedings shall be initiated against any Home Guard for an offense specified in subsection (1) without the prior consent of an officer appointed by the State Government for this purpose.
- An offense described in subsection (1) shall be categorized as cognizable.
Appointment and Removal of Telangana Home Guards 2025
- Pursuant to the stipulations of this Act and its accompanying regulations, any individual who fulfills the required qualifications and expresses a willingness to serve may be appointed as a Home Guard by the appropriate authority, following the procedures detailed in the regulations.
- Each Home Guard will receive a certificate of appointment, formatted as specified and issued by the designated authority, which confers upon them the powers, privileges, protections, and responsibilities assigned to a Home Guard under this Act.
- The designated authority has the right, in accordance with the established criteria, to suspend, dismiss, or remove any Home Guard from their role; as a result, the certificate they were issued will become invalid.
Telangana Period of Service and Discharge 2025
A Home Guard is obligated to serve the State Government for a predetermined period and in specific locations as outlined by regulations. Nevertheless, they can be discharged at any moment by the relevant authority, in line with the stipulated conditions.
Calling out of Home Guards 2025
The Commissioner of Police for the Cities of Hyderabad and Secunderabad, in conjunction with the District Superintendent of Police for the pertinent district, possesses the power to call upon any Home Guard within the designated cities or district at any time. This summons may be executed in a manner and by an officer as appointed, for the purposes of training or to carry out any duties assigned to them under this Act.
Powers, Privileges and Protection of Home Guards 2025
- A Home Guard, when called upon in accordance with section 6, shall have the same authority, privileges, and protections as a police officer appointed under either the Hyderabad City Police Act (Act IX of 1348 F) or the Andhra Pradesh (Andhra Area) District Police Act of 1859, as applicable.
- No legal proceedings may be initiated against a Home Guard for actions taken or allegedly taken in the performance of their duties, unless prior consent has been secured from the Commissioner of Police in the Cities of Hyderabad and Secunderabad, or from the District Superintendent of Police in the relevant district.
Constitution of Home Guards New officers 2025
- The State Government is empowered to create a volunteer organization referred to as the “Home Guards” for each of the regions specified in section 1 (3) (b) and for any additional areas identified under section 1 (3) (c). Members of this organization will be granted specific powers and responsibilities pertaining to the protection of individuals, the safeguarding of property, and the maintenance of public order or peace, as outlined in this Act.
- Additionally, the State Government, or any individual designated by them, may appoint a sufficient number of officers necessary for the efficient management and operation of the Home Guards. Among these appointed officers, one may be designated as the Commandant, responsible for overseeing all Home Guards within the State.
